Presenter, Jean Cihigoyenetche, Esq., will cover an overview of structure, services, governance, and legal responsibilities in furtherance of understanding the role of general counsel for California special districts.

Jean Cihigoyenetche brings over 40 years of experience in a board arrange of legal fields. Mr. Cihigoyenetche currently serves as general counsel to East Valley Water District, which provides water and wastewater services to approximately 65,000 residents of Highland and San Bernardino. Mr. Cihigoyenetche was lead legal counsel for the design and construction of the award-winning Sterling Natural Resource Center which provides a much needed 8 million gallons per day of recycled water for groundwater replenishment among other environmental benefits.
